Fazir Khan is the Managing Director of Alpha Engineering & Design (2012) Ltd. He has over 29 years' experience as a practicing professional Civil Engineer and Project Manager, working locally and within the Caribbean Basin.
Fazir graduated from the University of the West Indies, Trinidad with a B.Sc. (Hons) in Civil Engineering. He has obtained a diploma in Management for the Henley University and certificates in Project Risk Management, Project Cost and Schedule Management, and Contracting and Negotiation Skills from the Arthur Lok Jack Graduate School. Fazir is a certified A+ modeler for Detention Pond Systems; Urban Storm Water Management; and Hydrological Modeling for sustainable solutions on large sites. He has a certificate in Integrated Coastal Zone Management from IHE Delft University.
Apart from the Association of Professional Engineers of Trinidad and Tobago (APETT) where he was a Past President (2016/2017), he is also a registered member of the Board of Engineering of Trinidad and Tobago and the British Hydrological Society, England.
During his 21 years with Alpha, Fazir has worked extensively on large integrated developments, infrastructure designs, water and wastewater projects and construction activities for various public sector and private Clients. Previous to his employment with Alpha, he worked at Trinidad Contractors Limited for 5 years as a Project Engineer, assigned to several engineering and construction projects within the Caribbean region.
Darlington Eugene Winter is a Senior Hydrologist and Hydraulic Engineer with more than 53 years' experience in engineering. He has a H.N.C. in Civil Engineering and O.N.C. in Mechanical Engineering from the Kingston College of Technology, England. He belongs to the Association of Professional Engineers of Trinidad and Tobago (APETT) and is a registered member of the Board of Engineering of Trinidad and Tobago.
Eugene has worked in the capacity of Senior Design Engineer/ Project Manager at Alpha since 1990, specializing in hydrologic and hydraulic analyses, infrastructural and sewage treatment and disposal systems. In addition to working in Trinidad and Tobago, he has worked in several other countries including the United Kingdom, the United States of America, Jamaica and Venezuela. Previous to his employment with Alpha he was employed with Trintoplan Consultants Ltd as a Senior Design Engineer for 17 years.

Kieran De Freitas graduated from the University of Central, Florida with a B.Sc. in Environmental Engineering. He is PMP certified and is currently pursuing IMBA certification at the Arthur Lok Jack Graduate School. He has obtained certification in Project Management for Small and Medium Sized Organization and River Processes from the University of the West Indies, Trinidad. Kieran is also a registered member of the Board of Engineering of Trinidad and Tobago and member of the Association of Professional Engineers of Trinidad and Tobago.
As a Senior Project Engineer, Kieran works alongside Alpha’s Project Managers on several complex civil engineering projects. He now has over 9 years' experience in specialized engineering areas including infrastructure designs, project/construction management, site supervision, budget cost estimating, QA/QC management and CEC procurement.
